Understanding the Philippines automated election system entails learning some new abbrevs. So get ready to be bombarded with these – PCOS, OMR, BEI, AES, RA9369, DRE, CAC, COC, ER, MBOC, NBOC and NPO.

Huh?!

Relax.

They won’t quiz you on this when you vote. But its good to know. Mga bala during your pan-yanig moments para you’d sound techy. Eto:

■PCOS – Precinct Count Optical Scanner
■OMR – Optical Mark Reader
■BEI – Board of Election Inspectors
■AES – Automated Election System
■RA 9369 – Law authorizing AES
■DRE – Data Recording Electronic
■CAC – Comelec Advisory Council
■COC – Certificate of Canvass
■ER – Election Return
■MBOC – Municipal Board of Canvassers
■NBOC – National Board of Canvassers
■NPO – National Printing Office

Under Automated Election System:

One scribb doc I read, an estimated 350,000 precinct will be cut down to about 80,000 clustered precincts with each cluster consisting of 5 precincts having a maximum of 1,000 voters. Another it says: there will be 82,200 voting machines to handle an estimated 50 million voter who will cast their votes at 76,000 polling centers and 350,000 precincts.

But do you know how the PCOS/OMR machine works? Here’s what I gather:

■Voters will be given pre-printed ballots that contain the names of candidates. There are approximately 1,630 different ballots.
■Voter marks the ovals opposite the names of their candidate.
■When finished, voter goes to OMR machine and feeds his/her ballot to the machine.
■OMR will scan the ballot, records the mark on it and also records an image of the ballot.
■Ballot drops into the ballot box.
■At the close of voting 6pm – BEI presses “count” button whereby the votes (marks) on each ballot will be read and consolidated with the votes of the other ballot.
■8 copies of the election return (ER) will be electronically generated and printed.
■At the same time, ballot records and ER will be transmitted electronically to the computer (PC) of the Municipal Board of Canvassers (MBOC).
■A copy of the ballot records will also be transmitted to the dominant party, the dominant opposition, citizens arm, and media as required by law.
■22 other ERs will be printed and distributed subsequently as required by law.
■Once MBOC received precinct transmission, MBOC presses “canvass” button.
■Then Statement of Canvass and Certificate of Canvass will be printed and transmitted electronically to the computers of the national Board of Canvassers (NBOC). Congress is the NBOC for the Presidential and Vice Presidential contests; Comelec for Senators and Partylist.
■In the Comelec calendar the proclamation of winning candidates for provincial, city and municipal positions is on May 11, 2010; those for national positions on May 12-13, 2010.
Did you noticed something?

■When finished, voter goes to OMR machine and feeds his/her ballot to the machine.
■OMR will scan the ballot, records the mark on it and also records an image of the ballot.
■Ballot drops into the ballot box.

■At the close of voting 6pm – BEI presses “count” button whereby the votes (marks) on each ballot will be read and consolidated with the votes of the other ballot.
From scanning – to recording – to ballot dropping – to close of voting – is consolidation.

  4. At least napalagay ang loob ko. kung walang abbreviation siguraong di ginawa ng pinoy yan. Tama naman diba? ang hilig natin mag abbreviate. kahit di kailangan ginagawan. Hmmm…… I just got an idea about my next topic! 😀
